Learn more about the City&rsquo;s current waste services, why we need a plan, possible recommendations, and how to provide your input.</p><h2>What we currently deliver</h2><p>The City currently delivers the following services:</p><ul class="decimal_type"><li>Weekly curbside garbage collection (three bags / containers)</li><li>Weekly curbside large item collection</li><li>Curbside yard waste collection on 18 select weeks throughout the year</li><li>Curbside brush collection on six select weeks, including one for Christmas tree collection</li><li>Recycling collection for some institutional, commercial and industrial clients</li></ul><p>All these services come at a cost to taxpayers (about $3.1 million annually), representing the single largest outsourced operating cost in the City budget. Each home pays about $2.21 per week for waste collection.</p><h2>What we don&rsquo;t currently deliver</h2><p>The City does not deliver residential recycling collection. The Province of Ontario transferred this responsibility to material producers (Circular Materials Ontario), in 2023.</p><p>We also don&rsquo;t currently deliver organics collection via a green bin program.</p><h2>Why a Waste Master Plan?</h2><p>Simply put, we are required to make some changes, not only to meet legislative requirements, but to offset the impacts of waste and landfills on the environment. At the same time, we want to ensure any changes are affordable for our residents. The Provincial government requires us to introduce organics collection as a means to improve diversion rates. To introduce the new program we need to have a plan to ensure we continue to deliver services affordably for our residents. </p><h3><strong>Diversion rates</strong></h3><p>Diversion rates are a measurement of how well our community is at separating different types of waste and preventing waste that could be sent elsewhere from ending up in landfill.</p><p>We&rsquo;ve consistently had a diversion rate of 36 per cent, short of other similar municipalities. The provincial municipal average diversion rate is 49.1 per cent.</p><p>Landfill capacity across Ontario is dwindling, and when capacity is reached disposal costs may increase as waste must be sent to more remote locations, or new landfills must be developed.</p><h3><strong>Organic collection</strong></h3><p>The <a href="https://www.ontario.ca/page/food-and-organic-waste-policy-statement#section-7">Province of Ontario has mandated</a> that the City introduce organics collection to increase its diversion rates. Commonly called a green bin program, the City has developed a draft implementation plan for the program. </p><p>Diverting organic waste from landfill will help extend landfill capacity, increase diversion rates, and reduce the environmental impact of solid waste.</p><p>The program will come at a cost, however, it will alleviate the volume of traditional solid waste we need to collect.</p><p>We&rsquo;re looking at how to most efficiently deliver the program, in addition to other waste collection in a way that our residents can afford.</p><h2>Current recommendations</h2><p>While we look to the public for their input, the current draft Waste Master Plan includes several recommendations, including:</p><ul><li>Optimization of collection routes to allow our contractors more efficiency in collections</li><li>Bi-weekly yard waste collection &mdash; moving yard waste collection to every other week from April to December as opposed to select weeks, providing clarity in the program and maximizing contractor resources</li><li>Eliminating Christmas Tree collection and possibly opening the Compost Site in January for drop off instead. It is estimated only 1,000 homes utilize the costly Christmas tree collection annually.</li><li>Introducing weekly green bin collection, and reducing garbage collection to every other week &mdash; this will help offset costs related to green bin implementation and reflect a reduced need for garbage collection resulting from more waste being diverted into the green bin. With more waste diverted to the green bin, notably waste prone to decomposition, there should be less garbage produced for collection.</li><li>Moving to the use of rolling bins for garbage and organics collections, allowing for easier storage, disposal and collection</li><li>Modifying the large item pickup to an on-demand, fee based service with the option for free drop off</li></ul><h2>Learn more</h2><p>Check out this page&rsquo;s Documents Widget, to review a copy of the draft Waste Master Plan and Food and Organic Waste Program Implementation Plan.</p><h2>Provide your insight</h2><p>We have several opportunities for residents to provide their input.</p><h3><strong>Survey</strong></h3><p>We have posted a survey to this page to help us better understand your needs and experiences as it relates to waste services. <p><img src="https://s3.ca-central-1.amazonaws.com/ehq-production-canada/ca0c877c06e8d4fd6fa5d96d550fcbaa0183de40/original/1710874343/f515a7834d6cea8c39bf84376c46aa50_SUS2.jpg?1710874343" style="width: 965px;" class="fr-fic fr-dib"></p><p>We&rsquo;re looking to the future of Canatara Park, preparing a master plan for the beloved lakeside park.</p><p>Originally established in the 1930s and located on the shore of Lake Huron in the north end of the City, the 174 acre park is the largest, and one of the most well known, in Sarnia. It is the home to long-running events such as Canada Day celebrations and Christmas on the Farm. The site boasts numerous amenities including pavilions, the Children&rsquo;s Animal Farm, BMX track, playground, natural heritage areas, an outdoor stage, and Canatara Park Beach, one of only 27 beaches in Canada to have earned official Blue Flag status.</p><p>To ensure this beloved, and crucial, recreation and leisure space, continues to serve residents, both now and into the future, the City is developing a master plan that will guide future investments.</p><p>We&rsquo;re building the plan on consultation with stakeholders and the public, ensuring their experiences and insight is reflected in the document. The plan will explore options to improve cycling and walking trails, the park road, parking, recreation facilities and amenities while balancing often competing user needs, ultimately creating a plan and phased investment recommendations to guide Council budget decisions over the next several years.</p><h2>A balanced approach</h2><p>With evolving uses and the need for renewal, a master plan is an opportunity to bring everyone together to co-create a vision for the future of this crucial community space.</p><p>Canatara Park is home to a many users, groups and amenities. A master plan will guide future investments to better address diverse user requirements, while balancing needs for:</p><ul><li>Major event spaces</li><li>Spaces for small private events</li><li>Natural heritage and habitat preservation</li><li>Recreation</li><li>Access and Parking</li><li>Green space</li><li>Passive recreation</li><li>Tourism</li><li>Economic development</li></ul><h2>Get involved</h2><p>As part of the process we want to hear from you. Canatara Park Master Plan

Superimposed text: Norm Perry Park Master Plan"></p><p>We&rsquo;re looking to the future of Norm Perry Park, establishing a master plan for the 9.2-acre athletic park to ensure it continues to serve the user groups, athletes and spectators who utilize this signature recreational space.</p><p>Named after Sarnia Imperials football legend and two-time Grey Cup champion Norm Perry, the 9.2-acre park includes the City&rsquo;s only artificial turf sports field.</p><h2>Why a Master Plan?</h2><p>Many of the amenities at the park are nearing the point where they need considerable investments or replacement. While the City continues crucial maintenance efforts, we want to look to the future, to ensure the park continues to function as a vibrant, flagship athletic facility that meets the needs of its diverse user groups and visitors alike.</p><p>A master plan allows us to:</p><ul><li>Identify and advance the most critical maintenance needs</li><li>Plan for and advance capital investments such as replacement / improvements to existing amenities and the addition of new amenities through the annual budget process</li><li>Ensure future investments benefit the widest possible number of users and balance needs across multiple user groups</li><li>Be prepared with identified projects for future grants, funding, donation or sponsorship opportunities</li></ul><p>Like so many in our community, we value the importance of the park, and a master plan will help us ensure that investments into this facility are well planned for and ready to go, while illustrating what is needed to keep this facility operating and improving during budget deliberations.</p><h2>Norm Perry Park Today</h2><p>The park is an important facility for a variety of sports, including football, rugby, lacrosse, ultimate frisbee, and soccer, with a diverse set of user groups such as the Sarnia Imperials, Sarnia Saints Rugby Club, Sarnia FC, and the Sarnia Minor Athletic Association.</p><p>The facilities current season extends from April 1 to Oct. 31.</p><p>Norm Perry Park features:</p><ul><li>Artificial turf field with lighting, score clock, broadcast booth and bleachers </li><li>Natural grass field</li><li>Two parking areas</li><li>A storage building</li><li>Fieldhouse with changerooms, washrooms, storage and concession area.</li></ul><h3>Current Facility Challenges</h3><p>As well-used as the space is, there are challenges with the park we hope to address through the master plan, providing a roadmap for improvements that will better serve visitors while extending the life of this park.</p><p>Current challenges include:</p><ul><li>Fieldhouse facility is beyond its end of life</li><li>Inadequate change room space</li><li>Accessibility challenges</li><li>Turf field near end of life</li><li>No protection for artificial turf field resulting in inappropriate use</li><li>Insufficient parking</li><li>Under-utilized grass field and former tennis court space</li></ul><p>We&rsquo;re looking to address these and other challenges through the master plan, ensuring any changes or investments meet the needs of current and future users.</p><h2>Get Involved</h2><p>A key factor in all our considerations is ensuring that our recreational facilities meet the needs, both now and tomorrow, of facility users and our residents. Norm Perry Park Master Plan

<p><img src="https://s3.ca-central-1.amazonaws.com/ehq-production-canada/11a19deef7aeef279a3f9e3926aac515bb6aa787/original/1710435426/daa8b415d5386d29a3169e1c44d8fa9b_banner.jpg?1710435426" style="width: 965px;" class="fr-fic fr-dib"></p><p>Following the completion of a Germain Park Master Plan, the City is moving forward with detailed design work for an expansion of the Strangway Centre and improvements to the site.</p><p>As we work to expand and improve the Strangway Centre, ensuring it meets the evolving recreation needs of our residents, we are looking to the public for their insight.</p><h2>What&rsquo;s Changing?</h2><p>The proposed designs maintain existing programming spaces and the hobby shop, while providing for an addition on the back of the building including a gymnasium allowing for increased recreation opportunities, bathroom, changeroom, multi-use social space, outdoor seating, and an outdoor activity space. The designs also include expansion of the centre parking lot, as directed by the Germain Park Master Plan.</p><p>Two initial design scenarios have been developed for the public to review ahead of providing their input.</p><h3>PARKING</h3><p>Both scenarios include a reconfiguration of the existing parking lot to accommodate 56 spaces, and an expansion with an additional 70 spaces.
