Background

At the Sarnia City Council meeting on October 25, 2021, City Council directed staff to re-engage the community regarding a framework that will share beach space with off-leash dogs and their owners; and to identify and provide community consultation options for additional off-leash dog parks.

Staff reviewed and considered a number of criteria to review potential sites and determine the top 3 locations for park and beach areas. Criteria included proximity, access, amenities, parking, compatibility, beach designations, water access, footprint, and operating costs. The following proposals are open for public consultation.

Proposal

Proposed Locatiotions meeting the minimum criteria for an off-leash dog beach include:

  • Mike Weir Beach
  • Baxter Beach
  • Kenwick Beach

Sharing beach space during non-peak times including:

  • June 15 to September 15 - Dogs be permitted on the beaches up to 9am in the morning and any time after 6pm at night to avoid potential conflict with peak periods for beach going humans to enjoy the beaches too.
  • Remainder of the Year - Dogs be permitted on the beaches anytime with their owner for their use with other beach walkers.

Proposed locations meeting the minimum criteria for an off-leash dog park include:

  • Tecumseh Park
  • Mike Weir Park
  • Heritage Park

Public Feedback

Through the public consultation efforts, staff will be looking for input on a range of items, including the following:

  • The proposed beach and park areas
  • The proposal to share beach areas in terms of set times throughout the year for dog use
  • Suggestions for other parks in the city where off-leash dog parks could also be considered
  • Amenities to be considered within potential off-leash dog park locations ie: water features


Deadline for feedback on this project is now closed, and under review by staff.

  • CLOSED: This survey has concluded.

    January 17 – February 4, 2022, this public survey will be available including potential locations, and beach space concepts. In addition to the online survey, comments and feedback may be sent to parksandrecreation@sarnia.ca to be included in the evaluation process. 

    February 7 – 10, 2022, survey results and feedback will be reviewed and evaluated, and final recommendations will advance to Council for February 28, 2022 for a decision.
