The City of Sarnia has received a complete application for a proposed Zoning By-Law Amendment (Application No. 7-2024) under Section 34 of the Planning Act.


The land subject to Zoning By-Law Amendment Application No. 7-2024 is described Lots 19 to 23, Part Lot 24, and Part of Christy Street on Registered Plan 299 (the “subject property”). The subject property is located on Kathleen Avenue, near the intersection of Kathleen Avenue and Indian Road North. More specifically, the subject property is located between 463 Kathleen Avenue and 499 Kathleen Avenue.

The purpose and effect of Zoning By-law Amendment No. 7-2024-85 of 2002 is to permit the development of a 3-storey, 50-unit apartment building on lands described as Lots 19 to 23, Part Lot 24, and Part of Christy Street on Registered Plan 299 (the “subject property”).

The proposed apartment building will comprise:

• 14 barrier free units with an approximate dimension of 768 ft2 each

• 36 standard units with an approximate dimension of 550 ft2 each.

All the units will be one-bedroom units.

Thirty-one vehicle parking spaces and 25 bicycle parking spaces, in addition to a scooter/bicycle parking room with an area of 30 square metre, will be provided. Further, a 102 square metre office space for March of Dimes with kitchen and washroom will be included.

If approved, a subsequent site plan agreement will be required to implement the proposal.
