The City of Sarnia has completed a Schedule ‘C’ Environmental Assessment (EA) Study to extend The Rapids Parkway from Sandpiper Drive to Exmouth Street under Highway 402. The recommended and preferred road and nature trail is designed to serve the travel demand of motorists, cyclists, pedestrians and transit expected from residential development in the surrounding area between Highway 402 and Blackwell Road.
The Class EA process included public and agency consultation, investigation with respect to environmental and cultural heritage, traffic noise, drainage.
The study was undertaken in accordance with the requirements of a Schedule ‘C’ project as outlined in the Municipal Engineers Association’s Municipal Class Environmental Assessment (October 2000, as amended in 2007, 2011 and 2015).
The Environmental Study Report (ESR) provides preferred design concepts for the road/trail extension, including evaluation criteria and recommendations for traffic management, trail design, storm water management, noise attenuation and mitigation of natural impacts. This report was prepared to document the decision-making process of the preferred design. The ESR has been placed on public record for a thirty (30) calendar day public review period and is available at the following locations beginning July 20, 2020:

If you believe there are substantial omissions that have not been addressed within the EA process and cannot be resolved through discussions with the City, any person(s) or party with the concerns may submit a written request to the Minister of Environment, Conservation and Parks (MECP) to issue a Part II Order requiring the completion of an elevated level of study to comply with Part II of the Ontario Environmental Assessment Act. As of July 1, 2018, a Part II Order Request Form must be used to request a Part II Order in accordance with O. Reg. 152/18. The Part II Order Request form is available online on the Forms Repository website at the following link:

Information collected for the study will be used in accordance with the Municipal Freedom of Information and Protection of Privacy Act. Except for personal information, including your name, address and property location, all comments received throughout the study will become part of the public record and included in project documentation.
