The City of Sarnia has initiated a Municipal Class Environmental Assessment (Class EA) for the extension of Wellington Street from the dead-end east of Modeland Road to Blackwell Sideroad. The Secondary Plan process identified the need for an Arterial Road extension east of Wellington Street to provide access to lands designated for future residential and mixed-use developments.

The Class EA will consider a range of design alternatives for the extension of Wellington Street including:

  • Alignment of the extension through the Secondary Plan Area;
  • Location of the east/west connections to Wellington Street and Blackwell Sideroad;
  • Multi-modal transportation considerations; and
  • The Porter Creek crossing location.



Class EA Process

The planning for this project is following the environmental planning process set out for Schedule C activities under the Municipal Class Environmental Assessment process. The purpose of this process is to identify potential environmental impacts associated with the project and to plan for the appropriate mitigation of any impacts. This process includes consultation with the public, stakeholders, First Nation and Métis communities, and government review agencies.

Public Consultation

Public consultation is a key component of the Class EA process, and we value your input during the project. Initial comments are welcomed and will be received until December 16, 2024. Any comments collected in conjunction with the study, will be maintained on file for use during the project and may be included in project documentation. With the exception of personal information, all comments will become part of the public record.
