On July 25, 2022, Sarnia City Council adopted the new Sarnia Official Plan. Following the plan's adoption, work began on a comprehensive Zoning By-law Review, which will result in the preparation of a new Zoning By-law for the City of Sarnia. The Planning Act requires municipalities to update their Zoning By-laws within three years of adopting a new Official Plan to ensure they conform.

What is a Zoning By-law

A Zoning By-law is a legal document that implements the City’s Official Plan and is the foundation for the day-to-day administration of land use standards across the city.
The City’s zoning by-law regulates the use of land in the City, including:

  • how land may be used
  • where buildings and other structures can be located
  • the types of buildings that are permitted and how they may be used
  • the lot sizes and dimensions, parking requirements, building heights and densities and setbacks from the street.

Construction or new development that does not comply with the zoning bylaw is not permitted unless an application for relief is approved by the approval authority – typically Council or the Committee of Adjustment.

Preparing a new Zoning By-law

Development of the new Zoning By-law was based on the following key factors:

  • simplifying and streamlining the document
  • conforming with updated policies/principles from the Province
  • implementing the new Official Plan
  • pre-zoning land for intensification
  • respect recent development approvals

The new zoning bylaw aligns with the City’s Official Plan and is user-friendly, streamlined, and transparent to provide a more efficient development review process.

    Sarnia City Council will hold a Public Meeting on the proposed new Sarnia Comprehensive Zoning By-law on Monday, December 16th at 1:00pm.

    The City of Sarnia has prepared a second draft of the new Comprehensive Zoning By-law.

    The purpose of the application is to repeal and replace the current Zoning By-Law 85 of 2002 with the proposed new City-wide Zoning By-law. A Zoning By-Law is a tool used to implement the policies of the newly approved City of Sarnia Official Plan. This is a key document which controls the use of land, buildings, and structures, across all property within the City. The Zoning By-law informs where buildings may locate on a property, how they can be used, and what form they can take (e.g., detached house, mid-rise, etc.).

    All comments submitted to date will be considered by staff. There is no requirement to resubmit comments provided prior to the previously scheduled Public Meeting.

    All information including opinions, studies, presentations, reports, are considered part of the public record and may be posted on the City of Sarnia website. No key map is provided in this notice, as this new by-law would apply City-wide.

    How to Participate

    You can participate in the public meeting(s) by submitting comments and/or speaking during the public meetings. You may submit comments by email to planning@sarnia.ca, mail to City of Sarnia, c/o Community Services Division, 255 Christina Street North, P.O. Box 3018, Sarnia ON N7T 7N2, or place them in the mail slot on the right hand side of the Christina Street, North entrance to City Hall.

    To ensure your written comments are received by City Council, written comments must be received by 12:00PM (noon), Thursday, December 12th, 2024.

    Speaking at the Public Meetings:

    To participate in a public meeting(s), we encourage you to pre-register with the Clerks Department, by email to: clerks@sarnia.ca or phone at 519-332-0330 ext. 3320. Instructions for participating in the meeting will be provided following registration and online at https://www.sarnia.ca/virtualsarnia/ under Public Meetings.

    Planning Act Appeal Information

    If a person or public body would otherwise have an ability to appeal the decision of the City of Sarnia to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Sarnia before the Zoning By-law Amendments are adopted, the person or public body is not entitled to appeal the decision.

    If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Sarnia before the Zoning By-law Amendments are passed the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.

    The City will hold a Public Open House on Wednesday, February 28, 2024, on the Draft Zoning By-law at the Clearwater Arena, Lower Hall (1410 Wellington Street, Sarnia, ON).

    Open House No. 1

    • 2:00 pm - 4:00 pm

    Open House No. 2

    • 6:00 pm - 8:00 pm

    Following adopting the City’s new Official Plan, a new Zoning By-law has been prepared. A Zoning By-law is a legal document that implements the City’s Official Plan and is the foundation for the day-to-day administration of land use standards across the city. The By-law regulates the use of land in the City, including:

    • where buildings and other structures can be located
    • the types of buildings that are permitted and how they may be used
    • the lot sizes and dimensions, parking requirements, building heights and densities and setbacks from the street.

    Please join us on February 28 at the Clearwater Arena, Lower Hall, for an information session on the new Zoning By-law. The session will begin with a presentation that provides an overview of the structure and content of the By-law. Following the presentation, the team welcomes questions of clarification on the zones. Questions on specific properties will be addressed after the presentation and general clarification questions. Both sessions will include the same presentation, so please join the time that best suits your schedule. The draft Zoning By-law is posted on Speak Up Sarnia.
